After Starfy defeated Ogura and sealed him back inside his magic jar, things returned to normal in Tenkai. But one day, Ogura released his children into the sky, creating a storm that destroyed the magic jar once again. Ogura kidnaps Stafy's mother, the Queen, and escapes into the ocean.
Starfy and his friend Kyorosuke follow Ogura into the water. Starfy must help the characters who live in the sea by defeating enemies or solving puzzles in order to progress through each stage.
Starfy must also fight Ogura's 10 children and reclaim their stolen treasures as he travels back towards Tenkai.
