The phrase "A Winner Is You!" was a piece of bad English that originally appeared in Pro Wrestling on the NES that later became an internet meme. The phrase appears twice in this game:

Earl Dervish of the Pokémon Academy speaks in broken English. At one point he asks:

This also appeared in the Game Boy Color version.

Once you get all 16 badges, speak to the Game Freak sound designer and he will give you the GB Sounds item. It appears as an original model Game Boy with headphones. It changes the music in the game to sound like the original Game Boy versions.
